Momma cats strange behavior.?

We're foster caring for a momma cat and her 4 4-week old kittens we're keeping them in the front room and they have plenty of food water and they're litter box is clean. Yet she occassionally meows quite a bit trying to get out. So I let her out and she just stands around meowing. She checks out the other cats food, water and litter box areas but generally just stands around meowing. I feel like she's trying to tell me something!

Perhaps she would simply like some attention from you. Most cats do want SOMETHING when they meow. Since you are fostering her, I would presume that your home is fairly new to her, and she may simply want a little reassurance.
she is just indicating her care for her kittens.
could be one of her baby is sick. or she's thanking you for taking care of her kittens.
She probably wants to take her litter outside in the fresh air for a while and she is frustrated because they teach toilet training to their young and they do need some fresh air for their little lungs to clean them out!
This momma cat is calling her babies to come with her. It is about this age that cats instinctively begin to teach their offspring the art of survival in the wild, including hunting. She wants to take them outside, and if you are foster caring for this litter, that is probably not a wise idea. Don't be surprised to see that she has returned with a mouse or bird for her babies when you let her out for a walk. If this happens, the best thing to do is put the babies outside for a few minutes and let mom teach them, watching to be sure that none of them wander off.
She is coming into heat again.
Get her spayed now that her kittens are weaned.
She is looking for another mate, she is coming into season again.
Sounds like the momma cat is going into heat again but then again she may be thanking you for your loving care of her and her kittens too.
When she finally weans this litter of kittens, it might be a good thing to have her spayed so this will be indeed her last litter of kittens.
She probably does want to take her babies outside. She has a lot to teach them about the world! And she doesn't understand that she and her babies are all better off indoors. She thinks she knows what's best for them.
